Programme Director

Programme Director - France, Toulouse - Contract

Our client, a global biotechnology organisation, is recruiting for a Programme Director to join their capital project in Toulouse. This new build facility will house a therapeutic protein production plant, and we are looking for a Programme Director to help expand our client's biotech operations throughout Europe. As the Programme Director you will be responsible for implementing all safety requirements for a new build facility, estimated at approximately 14,900m2.

What you’ll do:

• Define programme strategy, delivery roadmap, and governance structure for a multi-year expansion.
• Lead the full tendering lifecycle for construction packages, equipment suppliers, and specialist services. 
• Oversee design development, constructability reviews, and technical alignment across disciplines.
• Develop and maintain integrated master schedules across all workstreams.
• Act as the primary point of contact for internal leadership, engineering, operations, and quality.

What you’ll need:

• Extensive experience delivering capital projects in the pharmaceutical or biotech industry.
• Proven track record as a Programme Director, Programme Manager, or Senior Project Manager on large-scale expansions.
• Strong experience launching tenders, managing procurement cycles, and overseeing PO processes.
• Demonstrated leadership of building works, utilities installation, and process equipment implementation.
• Deep understanding of qualification and validation processes (DQ/IQ/OQ/PQ).
